A qualified elector in the county and district in which he/she seeks election. Must be a resident of the county district in which he/she seeks election for two (2) years preceding the day of election. Miss. Code Ann. §23-15-213, 23-15-300;  

All candidates file a Statement of Intent and petition containing the signatures of not less than 50 qualified electors of the district with the Chancery Clerk.  No qualifying fee is paid.
