The Secretary of State formed the Rural Water Association Laws Study Group in June 2011 to review Mississippi’s rural water laws. The Group was composed of engineers, state and federal water experts, lawyers, legislators and leaders from rural water associations across the State. The Group’s primary objective was to formulate solutions to the growing capital needs of the State’s water systems.

The Rural Water Association Laws Study Group recommended three legislative proposals that were introduced in the Mississippi Legislature in 2012: (1) continuing board training for members of the rural water associations; (2) a mechanism to allow a water association to convert to a public water authority without losing certificated area protection; and (3) eminent domain protection for rural water authorities.
